RULES

Euro Football Cup and ruled by FIFA, RFEF – Spanish Football Federation and FCF – Catalan Football Federation rules.

DOCUMENTATION
Before the start of the competition, each team must deliver to the organization an original signed roster certifying that all data is correct regarding the registered players (first name, last name and date of birth). The head of each team will receive from the organization ten copies (10) of the player roster. Before each match, one of these lists must be delivered to a director or sub-director of the field indicating the number each player will wear during the match. All players must identify themselves with a valid federation licence, DNI (National Identification Card), passport or other official document with a photo certifying the player’s age. The organization will review the documentation before the start of the competition, but can also repeat this at any time if the circumstances require it. If any team puts on the roster any player that does not comply with the requirements defined in the regulations, the team will lose the match by 3 to 0.

NUMBER OF PLAYERS AND SUBSTITUTES
There is no limitation on the maximum number of registered players per game. The changes can be made freely without having to stop the game, but always under the authorization of the field director, field sub-director or the referee. We will only stop the game if the replaced player is the goalkeeper or if the referee or field director considers it advisable. All substituted players may re-enter. It is allowed to add a player to the lineup of different teams of the same club if they are of a lower category. In no case can a player be added to the lineup of a higher category. To do this, the same player must have passed 5 hours between the end of one match and the beginning of another. In no case can a player play in the competition with two different clubs or two teams from the same club that are participating in the same category.

PLAYING FIELDS
All fields are natural or artificial turf of maximum quality.

UNIFORMS
Every team must have at least two uniforms with numbers or one uniform and a set of vests with numbers. All shirts must have a number and the numbers must match the players’ roster. It is recommended to keep the same number throughout the tournament. The teams who wear their official home uniform are agreed upon before beginning the competition. If the uniforms of both teams have the same or similar colours or the referee decides it could be confusing, the team that must change their uniform are those playing as ‘visitor’ (listed second on the match schedule).

GAME PROGRAM
The Organizing Committee reserves the right to make changes to the game program, in regard to both timetables and playing fields. Information about changes will be communicated to the person responsible for each team.

DURATION OF THE GAMES
All games will comprise two periods of 25 minutes each. The tournament committee is authorized to alter the duration and schedule if circumstances require it. There will only be a change of sides at halftime, except in the final, in which there will be a break of 3 minutes.

PUNCTUALITY
The teams must be ready on the field 30 minutes before each match. In the event that a team is not present, the result of the match will be 3-0 in favour of the rival team. The absent team may also be removed from the competition.

COMPETITION SYSTEM
All categories will play in a “Qualifying Round”, which will be divided into groups of 4 teams each. The teams will face each other in a single round-robin tournament. Following that, teams will be divided into the “Final Round” and “Consolation Round”. The teams playing in either the “Final Round” or “Consolation Round” will be determined by their final standing in the “Qualifying Round” The matches of the “Final Round” and ” Consolation Round ” will be played according to the cup system (direct elimination) and will be decided without overtime by penalties according to FIFA rules.
*The system of competition may vary, depending on the number of teams participating.

LEAGUE SCORING FOR QUALIFYING ROUND
Won match: 3 points
Tied match: 1 point
Lost match: 0 points

CLASSIFICATION CRITERIA
In the case of a tie between two teams, it will be decided according to:

Individual goal-average.
Global goal-average.
Number of goals scored.
Which team is younger
In the case of a tie between more than two teams*, it will be decided according to:

Points earned in the games played between the teams involved.
Goal-average of the games played between the teams involved.
Number of goals scored in the games played between the teams involved.
Goal-average general.
Number of goals scored in the general classification of the group
Which team is younger
*If a tie occurs at some point between two teams, then it is considered to be “a tie between two teams” and should be broken according to the appropriate criteria.

PENALTY SHOOTOUT
Penalty shootouts will be used in accordance with FIFA rules. The teams will contest a penalty shootout, alternating one by one (5 penalties). If they remain equal, the match will pass into sudden death overtime. The teams will contest alternating penalties until one scores and the other fails. Only players who are on the field at the end of the match can participate in the shootout. Each penalty shall be executed by a different player. Only after each member of the team has shot a penalty can any player shoot a second penalty.

RULES FOR THE PENALTY SHOOTOUT
A goalkeeper who suffers an injury during the penalty shootout and is not able to continue playing may be replaced by a designated alternate. Any eligible player may change position with the goalkeeper at any time during the penalty shootout. If, a team has more players than their adversary at the end of the match and before beginning the penalty shootout, they should reduce their number of players to match that of their adversary and the person in charge of the team shall communicate to the field director and referee the name and number of each excluded player. Thus, excluded players will not be able to participate in the penalty shootout. According to the rules, all available players for the penalty shootout should locate themselves in the central circle, with the exception of the two goalkeepers and the player kicking the penalty. The rest of the players and the managers must remain in their assigned areas.

SANCTIONS
All expulsions will be reported at the end of the match to the Competition Committee who shall communicate the sanctions to the person responsible for the team in question. Technical expulsions such as for holding a rival by the shirt for tactical reasons, if the goalkeeper touches the ball with his hands outside the goal box, and receiving a second caution , will not be sanctioned for the next match after being reviewed by the Competition Committee. In other expulsions such as for insulting, kicking, assaulting a rival, etc., the player will be automatically banned for the next match and – depending on the severity of the act – could be punished for several matches. All cases of serious expulsion will be reported to the national federation of the offending player’s country. Unsportsmanlike behaviours, regardless of whether they occur on or off the playing field, can lead to a player or team being excluded from competition. All sanctions will be considered as such, whether for players or for coaches.

ABANDONED MATCH
If a match is abandoned for any incident and/or occurrence, the Competition Committee shall decide on the following factors, taking into account the reason for being abandoned. The game starts again from the beginning. The game continues from the minute it was abandoned. The score of the game at the moment it was abandoned will be fixed as the final result. One of the teams wins 3-0. The two teams lose the match (0-3).

REFEREE
Euro Football Cup referees belong to national and international committees of referees and shall be appointed by the territorial committee of Catalonia. Their decisions cannot be appealed.

RULES OF ORDER
The delegates are responsible for their players in case of damage to the changing rooms, hotels, buses or other facilities. Teams must respect silence in the hotels between the hours of 23:00 and 8:00. Meal times established by the hotels must be respected. It is prohibited to travel in organization transport without a shirt. It is forbidden to bring into the rooms alcohol or other substances that are not allowed for children under the age of 18 years. Breach of any of these rules by any player, trainer or companion can be a reason for expulsion from the tournament.

RESPONSABILITIES AND INSURANCE
All clubs/teams must have insurance for their players on and off the field of play. All participants must have a health card or a private insurance. Euro Football Cup is not responsible for damage or harm to the participants, for loss of personal objects (through theft or other circumstances), nor for injuries. They are not responsible for the measures taken by the public authorities or transportation companies such as strikes, cancellations, etc. The clubs, at the time of registration, declares that their players are physically fit enough for participating in the event. The organization declines all responsibility for any damage that participants can cause during and after the competition, both to themselves and to others.

DATABASE
All participants are required to fill in the form for data protection, have it signed by their legal representative and hand it over to the organization before the tournament. In this way, they give their consent to the processing of their data. Participation in the event authorizes European Sport Events to use any graphic reproduction of the participants during the tournament.

MODIFICATIONS
Any circumstance that has not been discussed in the regulations is the exclusive responsibility of the organization, with its decisions being final. Euro Football Cup reserves the right to add, modify, interpret and apply the rules according to its criteria and the needs of each tournament, as well as to modify these rules for the benefit of the competition. All modifications made to these rules will be communicated to the person responsible for the participating club/team.
